As an applicant, I understand that my participation in the Phase 0 Program does not provide me with preferential treatment from DHS or other advantages over applicants not participating in the Phase 0 Program. That is, all applications submitted to a DHS SBIR solicitation are administratively screened without regard to participation in the Phase 0 program to ensure that the application meets the requirements and are evaluated on a competitive basis against other applicants within the same technical program area.

Applicant is informed that participation in the Phase 0 Program requires that the company have much of the required technology expertise already within the team. It is also understood that the applicant is the primary application developer but will do so with assistance. In addition, the applicant’s technology must be a fit with a topic defined in the DHS Topic Document released.
